How to Find Unused Microsoft 365 Licenses and Estimate Waste
Learn the difference between unassigned inventory and inactive assigned licenses, then calculate a defensible Microsoft 365 savings estimate.
Start with unassigned license inventory
Microsoft Graph's subscribed SKU data includes enabled units and consumed units. The difference can indicate licenses that are available to assign. This is the cleanest inventory signal because no employee activity judgment is required.
Available inventory is not automatically waste. Some buffer may be intentional for onboarding, seasonal demand, or contract structure. Compare the count with near-term hiring plans and the subscription's renewal or commitment terms.
Then review assigned licenses
An assigned license can still deserve review when its account shows no relevant activity. Cross-reference assignment with an agreed activity window, but keep unknown evidence separate and confirm the account's purpose with its business owner.
- Former employees whose offboarding process did not reclaim licenses.
- Employees on leave or seasonal workers who may still need the seat later.
- Service, shared, or automation accounts that require a documented exception.
- Users assigned a higher-cost SKU than their role needs.
- New or planned users whose accounts have not yet become active.
Use real prices, not public-list-price assumptions
Estimate each SKU separately when possible: reviewable seats multiplied by the organization's monthly per-seat cost. If exact prices are not available, use a clearly labeled blended rate and update it before presenting the result as a financial forecast.
Keep potential savings separate from realized savings. A seat becomes realized savings only when an approved license change affects the organization's bill or renewal commitment.

A lightweight monthly process prevents unused inventory from accumulating between large annual cleanups.
- Compare enabled and assigned units for every subscribed SKU.
- Review newly inactive licensed accounts and unresolved candidates from last month.
- Confirm planned hires, leave, service-account exceptions, and renewal timing.
- Apply current per-SKU costs and record the assumptions.
- Assign approved actions, then verify totals and invoices after the change.
